Job Opening: Seabird Project Manager (Australia)

The Commission for the Conservation of Southern Bluefin Tuna (CCSBT) invites applications for the part-time position of Seabird Project Manager for the CCSBT’s Project for Enhancing the Implementation of Ecologically Related Species Seabird Measures within CCSBT Fisheries. The CCSBT is an intergovernmental organization responsible for the global conservation and management of southern bluefin tuna. The Secretariat of the CCSBT is a small team of administrative and professional staff, headquartered in Canberra, Australia. The Seabird Project Manager will be part of the Secretariat and will report to the Executive Secretary, but may be based in a different country or regional location than the Secretariat headquarters.

The Seabird Project Manager will be responsible for the management and reporting of the CCSBT Seabird Project, the main objective of which is to reduce seabird bycatch in CCSBT fisheries. This will be achieved through a combination of educational outreach, capacity-building, and technical innovation to enhance the implementation and monitoring of the functional deployment of seabird bycatch mitigation measures by CCSBT Members.

The Seabird Project will be funded by the Common Oceans Tuna Project, a partnership working towards sustainable tuna fisheries supported by the Global Environment Facility, and implemented by the Food and Agriculture Organization of the United Nations.

The Seabird Project Manager’s duties will include:

  1. Overall project management of the CCSBT Seabird Project.
  2. Liaison with CCSBT Members, project partners, the FAO, third party funders and other CCSBT Secretariat staff to ensure smooth delivery of project objectives.
  3. Organization and management of workshops and events, including preparation of agendas.
  4. Logistical and/or online arrangements to facilitate CCSBT Member activities under the Seabird Project.
  5. Development of educational materials on seabird bycatch mitigation measures for a variety of audiences.
  6. Preparation and presentation of technical papers, and meeting reports.
  7. Management and reporting on risk, dependencies, budgets, benefits and progress.
  8. Compilation and submission of progress reports to the FAO and other relevant funders.
  9. Preparation of financial reporting to the FAO and other relevant funders.
  10. Representing the Secretariat at meetings of the CCSBT’s Intersessional Seabird Project Working Group and provision of project updates at other CCSBT meetings, as required.
  11. Perform such other functions as are necessary to ensure the efficient and effective operation of the Seabird Project, including other functions assigned by the Executive Secretary.

The following Selection Criteria will be used in selecting a Seabird Project Manager:

  1. Proven experience and competence in such areas as:
    • Best Practice seabird bycatch mitigation measures.
    • Education and outreach in the context of international fisheries management.
    • Ecological Risk Assessments.
    • Management of financial budgets and expenditure.
    • Preparation of project progress and financial reports.
  2. Organization of international meetings and preparation of meeting papers and reports.
  3. Ability to communicate and work effectively with CCSBT Members, technical experts, and liaison with multiple stakeholders in a multicultural environment.
  4. Knowledge of international and intergovernmental organizations.
  5. Fluency in English. An understanding of Japanese is desirable.
  6. University degree in a relevant discipline. A post-graduate degree or equivalent experience in fisheries management or research is desirable.
  7. Ability to undertake international travel for periods of approximately 1-2 weeks multiple times per year.

The position is a part-time role for 50% Full Time Equivalent (FTE). The appointment will be for a term of three years. The offer of appointment is subject to project funding being received by the CCSBT Secretariat, and the successful candidate undergoing a medical examination and presenting a certificate stating that they have no medical condition which might prevent them from performing their duties, or which might endanger the health of others.

Salary is paid in Australian dollars in accordance with the CCSBT’s Staff Regulations, which also describes the other conditions of employment. The salary, is based on 50% FTE of Professional P3   level of the United Nations (UN) Common System of Salaries, Allowances and Benefits, starting at Step 1. With some exceptions, the scale of allowances is also based on the UN system.
